Bacta Challenges UK Government Plans to Restrict Gaming Centre Approvals

The UK gaming hall trade association Bacta has announced this week that it will contest government proposals to remove the statutory "aim to permit gambling" requirement. The change would allow local councils to decline applications for new Adult Gaming Centres more readily.

Proposed Regulatory Changes

Under the current 2005 Gambling Act, licensing authorities must approve new gambling venue applications unless specific risks to licensing objectives are identified. Councils have argued that this framework limits their ability to restrict venues in areas where gaming halls are perceived to expand rapidly. The updated regulations will also mandate fresh planning permissions for 24-hour adult gaming centres and vape shops, alongside reduced business rate relief for establishments classified as having a negative societal impact.

Industry Response and Timeline

Bacta disputes the characterization of the sector as rapidly expanding. Gambling Commission records indicate that Adult Gaming Centre numbers decreased from 1,610 in 2015 to 1,415 in 2025, representing a loss of approximately 200 locations over the decade. Bacta President Joseph Cullis stated that the proposal incorrectly groups licensed gaming halls with unregulated operations. He noted that member venues operate under strict regulatory oversight, maintain social responsibility standards, and support local employment and economic activity. Prime Minister Andy Burnham introduced the measures earlier this week. The government will conduct a six-week consultation on the proposed changes, with implementation expected in early 2027. Existing venues will continue operating under current regulations during this period. The UK gambling portfolio has now changed hands nine times since the Gambling Act review commenced, with Vicky Foxcroft serving as the current minister.
